Security is the immediate issue, particularly if the garage has internal access to the house. If the door won't come down under power, the emergency release lets you lower it manually — but only do that if the door is otherwise intact.
If a spring or cable has broken, do not try to lower it by hand. Without the counterbalance the door will come down far faster than you can control.
